Objectives
- Develop a simulation platform to manage the provincial public bus system
- Support green transition through transport emission modeling
- Enable data-driven planning for future electric fleet adoption
- Facilitate transparent coordination between planners and technical users

- Green Transport Development: Model low-emission fleet deployment, route redesign, and urban mobility improvements.
- Digital Infrastructure for Planning: Provide digital tools to support scenario testing, public investment strategies, and congestion management.
- Institutional Capacity Building: Strengthen local government’s ability to lead and scale green mobility solutions.
Methodology
- Digital Twin Platform: Interactive, GIS-enabled simulation hosted at an app; allows multi-scenario analysis of bus fleet operations.
- Agent-Based Modeling: Simulates individual vehicle behavior and service network performance using GAMA framework.
- Real-Time Emission and Route Analytics: Forecasts carbon emissions, vehicle utilization, and passenger flow across multiple timelines.
- Stakeholder Co-Development: Tool features shaped through continuous engagement with the Department of Construction and city officials.
Results
- First version handed over on March 27, 2024; deployed for real-time use and planning analysis.
- Simulations inform decisions on transitioning to electric or hybrid fleets.
- Smarter station allocation, route planning, and fleet scheduling.
- Tool to be expanded into broader applications for city traffic and land-use planning by 2030.
